VISION

 

SCHOOLS are a reflection of a city's investment in its youth, its community, and its future. The well being of Leominster residents, homeowners, and businesses is raised by good schools.
 

SAFETY must be a priority. Our police, fire, and first responders need adequate, updated resources/facilities to keep Leominster safe and secure.
 

SERVICE is the job of a local government meeting Leominster's needs for maintenance, updates, improvements in infrastructure, roads/streets, transportation, water/sewage, public facilities. Serve seniors, elderly, and those in need.

 

Kenny Ricker’s vision will bring Leominster good jobs, more prosperity, and a better quality of life for all its residents, but VISION requires PLANNING.

Kenny Ricker is a lifelong Leominster resident, prominent business owner, and devoted family man.

Graduate of Leominster High School (Class of 1988) and Fitchburg State College (Class of 1995).

Kenny was born and raised in Leominster by mother, Kathleen (Lolli) Ricker, and dad, Robert "Bucky" Ricker with his siblings, Sherri, Rhonda and Steve. In addition to running his own businesses, Kenny served as Dean at Samoset Middle School as well

as the Chairman of the Leominster Education Foundation.

 

Kenny Ricker is a respected businessman because he is attentive to the customers he serves, surrounds himself with smart people, and listens to them. He is ready to ACT. Under his leadership, there will be no repeat of episodes such as the Budget Disaster of 2017; no more “band-aids” for infrastructure; no more “suddenly found” money; no more budget “patches”; no more “quick fixes” of brewing problems.

 

We need a mayor who LEADS, not one who reacts. Once elected, you can count on Mayor Ricker to ACT on Leominster’s best interests, in the short and long term.

PLANNING

 

PLANNING: Sensible tax and spend; smart budgeting;

search for homeowner relief; stimulate growth
 

SENSIBLE taxation and spending. Leominster residents have seen their annual, property taxes rise to the sum of a 47% increase over the past decade, placing Leominster in the top 10% in taxes. Yet, the city remains in the bottom 10% in net school spending and underfunded in infrastructure maintenance and improvements. To justify taxation (excise, water/sewage fees, property), Mayor Ricker will insure the city has a transparent plan to spend on capital projects, infrastructure improvements, and educational needs. Most municipalities have such a capital plan, but Leominster lacks one.

 

SMART budgeting. The state of Massachusetts saves 4% of its budget for stabilization funds, that is, money saved for unexpected projects and rainy days.  Leominster is triple that at 12%. That’s excessive, going far beyond what’s needed to keep a good bond rating and save for future, unbudgeted expenses. Mayor Ricker promises no more “last minute” budgets for city council review; no more underestimating of revenues to build up free cash; and no more rejection of the latest technology to track revenues and expenses. Every penny must be accounted for.

 

SEARCH for homeowner relief. Seniors and all residents need relief from “renting” their own homes.  The taxpayer has forked over $2 billion (in inflation-adjusted dollars) that has been spent the past two decades, with Leominster unable to boast accomplishments unique for any town. Many municipalities in Worcester county alone share Leominster’s bond rating. The current generation of residents is being pinched to pay off, completely unnecessarily, its pension liabilities (OPEB- Other Post Retirement Benefits) far ahead of schedule. Mayor Ricker pledges to preserve the city’s ability to borrow at low costs, but promises priorities to meet the city’s most pressing, present and future needs.

 

STIMULATE growth. The #1 need for Leominster. Corporations will not bring jobs to Leominster without excellent infrastructure, updated public safety facilities and the best schools. For people to work here and for businesses to run well, those must be given priority.  

 

Mayor Ricker’s plan will provide an exceptional education system, solid infrastructure and facilities that will make Leominsterites proud and newcomers take notice, but PLANNING requires LEADERSHIP.  

 

 

LEADERSHIP

 

LEADERSHIP requires a mayor to ACT, that is, to be

Accountable, Collaborative, and Transparent.

 

Accountability to the city council, school committee, and their constituents is crucial to effective leadership. Kenny Ricker knows that being decisive does not mean ignoring our elected bodies and the residents they represent.

 

Collaboration with all of Leominster’s elected officials leads to more deliberative and informed decisions. City council and school committee persons are dedicated to serving their constituents, learning their interests, and understanding their needs. Kenny Ricker will treat their knowledge and experience as assets, not liabilities.

 

Transparency builds trust in the office of mayor. Using all technology and means of communication at his disposal, Kenny Ricker will keep the voters and their representatives fully informed on every penny spent, every resource used, and every hire for a city job .
